Hotel staff had previously contacted local police for help, describing Payne as “overwhelmed by drugs and alcohol.” In a chilling emergency call, the hotel employee mentioned her concerns about the balcony, saying, “We’re scared he might do something.” By the time authorities arrived, it was too late.
